DC Water New Headquarters Program Management

With our extensive years-long planning efforts for a new DC Water headquarters facility, DC Water selected Samaha as the Program Manager for the Headquarters design/build process. As part of the implementation of DC Water’s Non-Process Facilities Master Plan, the new building replaces many of the administration functions that had been located at Blue Plains. As Program Manager, Samaha performed the following tasks:

• Met with all DC Water departments and user groups to determine specific program needs.

• Compiled the project’s design criteria, including building size and departmental parameters.

• Wrote DC Water’s RFQ and RFP for selection of design/build firms.

• Oversaw the design competition and final selection process of design/build firm.

• Performed quality control reviews of construction drawings and specs at all stages of design.

• Wrote Division 0 and Division 1 specifications for building construction.

• Reviewed designs for adherence to applicable building codes and DC Water standards.

• Provided independent cost estimating.

• Provided interior design services, including design of all employee workstations.

• Assisted in the approval process from CFA, Office of Planning, Historic Preservation Office, and other governmental agencies.

• Represented DC Water’s overall interests, throughout all phases of the project.
