Noman M. Cole, Jr. Pollution Control Plant Non-Process Facilities Master Plan

Samaha conducted a master plan for Fairfax County’s Noman M. Cole, Jr. Pollution Control Plant, an advanced wastewater treatment plant. The study, which focuses on modernizing non-process facilities includes the following:

Performing field investigations of the site and 15 non-process buildings.

Developing as-built site plans and floor plans for use in planning efforts.

Distributing and analyzing questionnaires, as well as performing interviews with plant staff from 20 distinct employee groups to determine specific program needs.

Compiling a detailed program to accommodate current and future personnel, equipment, and vehicles.

Proposing multiple design options to improve future flexibility, efficiency, security, sustainability, and cost control.
To maintain standards of quality and cost efficiency, Samaha prepared a Design Standards Manual to address all future non-process design projects. This included creating standardized employee workstation designs to increase productivity and provide employee equity between diverse groups. In addition to planning for long-term goals, Samaha is currently implementing modernizations for the plant's immediate short-term needs. The first of these projects are modifications to existing maintenance shop spaces in Buildings ‘A’ and ‘T’ to improve user efficiency and safety.
